Big Data Observatory for COVID-19 Pandemic intakes, curates, and presents data in five key socioeconomic categories:

Human Mobility Data

Changes in national, sub-national and neighbourhood-level mobility flows

Satellite Data

Satellite imagery and advanced GIS tools and techniques for value add

Crowdsourced User Data

Public sentiments of public policies, trust in public authorities, and living and working conditions, and adherence to social distancing measures

Transactions Data

Procurement, Air Traffic and other data sources hold a lot of value for understanding recovery and resilience

Text
Mining

Syntheses of textual topics from policy announcements, newspaper articles, data repositories, and social media posts to aid in decision making

Objective

Provide decision-makers in EAP with an enriched, real-time evidence base on socio-economic disruptions and recovery during the COVID-19 epidemic through “big data”


The EAP Big Data Observatory will serve to bridge global initiatives and data collaboratives with more agile and “greater than the sum of its parts” applications at national and sub-national levels. A peer learning aspect of the observatory will be provided in terms of short good practice notes/videos, and examples of how other teams have brought together this type of non-conventional series with leading indicator series from conventional administrative and statistical data sources.

Proof-of-Concepts to Data-Informed Decision Making


The EAP Big Data Observatory will serve to bridge global initiatives and data collaboratives with more agile and “greater than the sum of its parts” applications at national and sub-national levels.

Bringing together scalable insights from across geospatial domains (including sub-national administrative boundaries that resonate with policy makers), the observatory will provide a strengthened evidence base to inform decisions ranging from non-pharmaceutical measures to public investment management, across the emergency response, recovery, and resilience (RRR) phases

Vision is to leverage and build partnerships


A Data Observatory is warranted for the EAP region to address several barriers: access barriers (stakeholders lack access to raw datasets due to privacy restrictions); technology barriers (need to collate and quality-check data); and attention barriers (policy-makers are bombarded with multiple insights that lack standardization and shared context).
