The country graphs map the national policy stringency index for COVID-19 relative to Google Mobility indicators. The graphs reveal that different countries are at different stages of dealing with the pandemic. The Google mobility indicators suggest that in certain settings mobility already reduced in advance of the policy measures, whereas in other cases it follow.
The Google Mobility indicators relative to residential suggest more people are staying at home, while going out less to places of business. The extent to which these measures drops correspond to actual declines in economic activity - e.g., as later measures by GDP - remains an empirical question.
The summary Oxford Stringency Index does not capture differences at the sub-national level. For example, Google Mobility data is provided at state and provincial levels for India and Indonesia. But it is not clear if these differences are due to different policy stringency or different levels of compliance.
Also, a review of countries such as South Korea suggests that they have now reduced their policy stringency after mid-April
